Previously, new content such as playable factions, new formats, and a campaign expansion was released for Rome II and Attila as a thank-you to players for their support. And it looks like CA are gearing up to do the same with Warhammer.
It is subject to change, but an image has been released that gives us a rough idea of the plan of how the free DLC content will arrive.

The paid DLC content will be made available in different packs, but while there is no confirmation of exactly what will be in the packs, there is some general information on what we can expect to see:
Lord packs will give players Legendary Lords, supporting units and characters for the races already playable. The Lords will have their own quest chains, quest items, and campaign bonuses. Race Packs will do exactly as they suggest. They will introduce a new playable race to the game. In addition to opening up a new race, there could be Legendary Lords, race-specific heroes, mounts, units, and tech trees. There will also be a Campaign Pack. These would be based on an event which already occurs in the Warhammer timeline. They will contain lots of new playable scenarios and challenges, and could also include a new race if needed to play out a particular event.
